这是一个非限定定语从句（说简单点有逗号的）知道吧，因此不能用that，只能选which。

不用C、D的理由是一样的，这句话没有连词，因此只有一个主语，就是leaves。如果用C或者D，空格前加一个and。如The fallen leaves covered the streets,and they added beauty to the ancient small town。

这题太没水准了，leaves都是复数，还来it唬人也得用they。
